Permit for temporary residence

A permit for temporary residence in RF (RVP) is confirmation of the right of a foreign citizen or a person destitute of nationality to temporarily reside in RF. It shall be formalized in form of a mark in the document proving the identity of the foreign citizen or a person destitute of nationality or in a form of the document of the established form to be issued to a person destitute of nationality having no document proving his identity.

Any foreign citizen legally staying in the RF territory shall have the right to obtain a permit for temporary residence, what enables him implementing labour activity without additional work permit.

The validity term of the permit for temporary residence shall amount to 3 years. For the same term, registration at the place of residence shall be performed, what relieves from the necessity of posting to the migration accounts in each case of crossing the Russian border. In 6 months upon obtaining of RVP, the foreign citizen will be granted the right to submit documents for obtaining the permit for permanent residence (with issued of the permanent resident card).

A permit for temporary residence may not be extended. In case if the validity term of the permit for temporary residence has expired, the foreign citizen shall leave the RF territory if a permanent resident card is not finalized for him.

A permit for temporary residence can be issued within the boundaries of the quota to be approved on the annual basis by the Decree of the Russian Federation Government, as well as without taking into consideration the mentioned quota.

A request of issue of a permit for temporary residence shall be submitted by a foreign citizen personally in hard copy to the FMS territorial body at the place of the planned temporary residence.

A request of issue of a permit for temporary residence can be also submitted in form of an electronic document via the unified portal of the governmental and municipal services.

General list of documents to be submitted to the FMS territorial body for obtaining of a permit for temporary residence:

– request (2 originals);

– personal photos (2 pcs.) to be placed on the request, one photo on each of the originals, with the dimensions of 35 x 45 mm, black and white or colour;

– document proving the identity;

– document issued by the competent authority of the permanent residence state to confirm the absence of the applicant’s criminal record;

– permanent resident card or any other document issued by the competent body of the foreign state to confirm that the foreign resident resides beyond the boundaries of the state of his citizenship;

– document confirming  the absence of drug addiction and infectious diseases constituting a danger for the public, as well as a certificate proving that the applicant does not suffer from disease caused by human immunodeficiency virus (HIV infections);

– document confirming the command of the Russian language, knowledge of the Russian history and the fundamental principles of the RF legislation.

The above presented list is general. Depending on the applicant’s status submission of additional documents may be requested (for example, a marriage certificate, certificate of secondary education, degree certificates, etc.).
