Work Permits and Patents for Foreign CitizensAny foreign citizen or a person destitute of nationality, who carries out labour activities in the RF territory shall have a work permit or a patent.

This requirement is not extended to citizens of Armenia, Belarus, Kazakhstan and Kyrgyzstan, who may work in Russia without work permit (in accordance with the Agreement on Establishment of the Eurasian Economic Union); at the same time, the employer will retain the obligation to forward to UFMS a notice on conclusion of a labour agreement with the foreign citizen.

Foreign citizens, who have obtained in Russia a permit for temporary stay or a permit for permanent residence (permanent resident card) may also work without work permit.

 

The matters of implementation by foreign citizens and persons destitute of nationality of labour activities in the RF territory are governed by the related provisions of Federal Law dated 25.07.2002 No. 115-FZ “On the legal status of foreign citizens in the Russian Federation”.

 

In case if foreign citizens and persons destitute of nationality are involved in labour activities in the RF territory without related permits issued by the government authorities, penalties will be imposed on the legal entities and natural persons, in accordance with the RF Code of Administrative Offences.
